I would like to be able to provide blog/journal capabilities to our playerbase, but have not yet found a decent affordable management software. Any suggestions?

Why not start a wiki or something similar? Real easy to use, keeps everything in order, and easy to find something very specific that you might be searching for.

I'll look into Moveable Type, Icculus. Thank you. Far as Wiki goes, the one that I found that would have given us 'blog-like' response was a beta that had a planned steep post-release price I couldn't possibly afford. It also was not adept at keeping things separated and still allowing proper permissions. I was hoping to find a preset CMS-like package that would be affordable, would not require exposing our server's underbelly, and would not take a PhD in Computer Science to administer.

I've used an older version of Movable Type that was free and let you have as many users signed up for it with their own blog/journal as you like. It's a little more bulky than most, but it's doable.
You could always encourage them to sign up for something like Livejournal and create a Karinth Livejournal community for them to post to.
My personal favorite CMS is Wordpress, which technically you could use as well, with a lot of consistently updated plugins, and you could give players permission to login and create posts, but it would take a lot of modifying to get it to work the way I think you're intending.
